The Adult Protective Service (APS) Guidelines Implementation and Technical Assistance (TA) Pilot project conducted by New Editions Consulting, Inc. in collaboration with the National Adult Protective Services Association (NAPSA) developed a survey to assess the extent in which states have tried to integrate the Voluntary Consensus Guidelines for State APS Systems into state policies and practice, their overall experience integrating them. Some examples include, how state APS tried to integrate them, what challenges they encountered, what lessons they learned, successes achieved, and what changes they observed. They were also asked to share experiences addressing specific domains and elements in the 2016 Guidelines, effective practices for implementing the Guidelines, and what states consider effective APS practices.
 
Three states, (Louisiana, Nevada and South Carolina) helped create guiding principles for determining APS case findings, a consistency of findings matrix for APS workers to help ensure findings are determined in a consistent manner and providing  guidance and training materials for APS staff.

In this 90-minute webinar, staff from the Administration for Community Living (ACL), the National Adult Protective Services Association (NAPSA), New Editions, Inc., and four state adult protective services (APS) programs (Nevada, South Carolina, North Dakota, and Louisiana) discuss an ACL-funded pilot project on implementing technical assistance for aligning state APS policies and procedures with the National Voluntary Consensus Guidelines for APS Systems (Guidelines). The TA team describes the strategy and approach of the TA. Leaders from the four APS systems share details about their efforts to use the Guidelines, with the help of the TA, to make changes to their APS policies and procedures, including their approach, goals, outcomes, and lessons learned. Some examples of products created in collaboration with the four programs include an updated policy on APS operations during pandemics, a decision tree to assist APS workers in making decisions about guardianship, a code of ethics to guide practice, and guiding principles for APS workers to help ensure case findings are determined in a consistent manner. Products created as part of the TA project will be shared in the future with other state APS programs via the APS Technical Assistance Resource Center.
